If you downloaded VARA 4.6.4 somewhere between November October 13th and November the 9th, your KISS based VarAC Relay Notifiacation mechanism wont work.
For a few weeks, a buggy version under the same version number you know 4.6.4 was avilable for download.
There is a new one available for download now (4.6.5) to please upgrade to resolve this issue.
