I think it could be very valuable if VarAC have the functionality to add custom forms (or template) or even have key FEMA ICS forms. Canned forms is good but having the flexibility to have several forms available could be IMO great. WinLink is good example of FEMA or other forms integrated. Sure something basic I think will be good.

I can appreciate that this is a big request, not only to add the function, but to maintain the set of forms, which change from time to time. Why not do it in the way that Fldigi/Flmsg works - maybe even use Flmsg which already has a process for updating form templates?
I will 'second' that feature request. In the parts of the EmComm world I am familiar with, forms in Winlink and NBEMS (via Flmsg) are important.

In playing around with this when one fills out a form in Winlink and posts it to the outbox it creates a mime file containing the form data. The key to the mime file is the RMS "Message ID" in the outbox. It could be easier to just create files in Winlink and if no Winlink nodes are available to send the file via VarAC. Easier than trying to maintain the forms and the, what seems to be, frequent changes in Winlink forms.
Developing basic EmComm forms is on my todo list.

At least having the functionality to create custom forms will be compatible with the EMCOMM purpose. Exactly just basic forms functionality like you say Check-In, ICS-213 and custom (short).
Also want to add that most EMCOMM communication will be local (FM) which is faster and much more capable than HF, IMO. I mean impact on RF should be reasonable. As matter of fact that's one of the reason behind Amateur Radio privilege's, public service and emcomm. Your maintenance point is valid but adding _basic_ forms will enhance VarAC, IMO.

As much maintenance that goes into the forms updates, etc. I think it would be best to leave them as a Winlink feature. Some type of Check-in Form and an ICS-213 would be nice and about all that would really be needed for P2P traffic. IMHO.
