Ok I have an interesting use case...
Can someone with a (US) Tech license send a vmail on vhf and park it for an HF user?
If they send to my station on VHF, will VarAC automatically send it across HF when the recipient is seen by my station?

Thanks @htperry The base of my idea is a tech sending a msg to an EOC which needs to move the info to the State EOC up the chain.
I don't see why not. The Tech licensee is transmitting on their allowed VHF band, but not directly on HF. I see it like unlicensed individuals being able to send email via Internet to a Winlink address that is retrieved by a licensed ham by RF. I'd do it.
