Is it possible to toggle the canned welcome message on or off. My welcome message says to leave a Vmail since I am absent some of the time. I would like to turn the message off when I am at the keyboard.

Your welcome message will only say it if your VarAC is on "I'm away" (checkbox on the right).
You can disable the "auto I'm away" under settings so it won't switch to I'm away automaticaly when you do not "touch" VarAC for a few minutes, and set it to I'm away only when you want.
As long as your VarAC is not in "I'm away" state, your personalized welcome message will be sent.
