I followed all the steps to get VarAC on HF going. My IC 7100 internal sound card and windows 11 set up works without issues using FT8 and Winlink
PSK reported is showing folks on VarAC HF but my RX windows are blank.
Any thoughts

Your filter is way to narrows.
you see the 2 red lines ? your signel doesn't fill them up.
Open your filter to the wider possible and start from there.
I personally do not apply filters at all.
